I support the development of a comprehensive plan to maintain and
un-develop our local
natural wetland areas. I feel that our civilization has by and large
engaged in to much
alteration or our natural environment. This can only have a detrimental
effect on people
and culture. I support a plan that will hold over-development in check so
that we may hav

How do you know what kind of soil we have from the air? (5000 feet or so thru the trees) We have oak, fir, pine, laurel, cherries, peach, apples, poplar trees growing all over the place. Also blackberries. Our lot is 202 and the lots (cant remember the #s) bordering the North side. The whole West side of the property has blackberries & trees. We dont want stipulations on what we can do with our farm land. 30 acres is in fescue. 5 acres is for tomatoes. WHAT COMMENTS DO YOU HAVE ABOUT THE PLAN AND HOW IT MIGHT BE IMPROVED? My biggest complaint is, this wetlands thing out here, (Secondary Study Area), no one knew about. The property owners were not notified. Everyone I talked to accidently found out from someone else. The sneaky, underhanded way it appears to get this thing passed before any of us found out. Why doesnt Spectra-Physics re-locate & leave us alone? Right now, out here to build you have to have 120 acres per house, no chance for other use with the current laws. This is very fertile farm land & pasture land. The decades that the public has worked & achieved to get rid of their bottom land, waste land, mosquitoes, etc. Now undo that? Leave the wetlands where they are naturally now, & leave the
farmers, property
owners, etc. alone.(original handwritten)

Dear Mr. Gordon,
I am a native Eugenian, and have lived at the above address for 24
years. I have been a
longtime supporter of the environmental movement, having contributed to
many environmental
organisations over the years. I have a particular interest in the
preservation of native
plant species, having taken several botany courses at Lane Community
College.
However, after having read the information packet on the West Eugene
Wetlands Special
Study Area, I am very much alarmed, especially as my property appears to
be at the edge of
the Primary Study Area.
Most alarming is the dishonesty which seems to permeate most all levels
of the plan.
While on the surface, preserving and reclaiming wetlands seems important
and worthwhile,
the way in which this plan proposes to do so seems preposterous.
Essentially, in order to allow industries to develop existing, genuine
wetlands, rural
residents lands will be devalued - or their use restricted to the
point of
valuelessness - and purchased cheaply, then turned into
"created" wetlands. The
fact that significant non-wetland habitats with their own divers species -
including
numerous oak trees, natives which depend on drier ground at least in
summer - will be
destroyed, seems not to matter to the planners. Nor does cheating rural
homeowners out of
their property, though their landuse has heretofore had minimal negative
impact on the
environment. All that matters, obviously, is that industries be allowed to
develop, and
that existing, genuine wetlands are the expedient location for such
development.
Notification of residents and property owners in the affected areas has
been absurdly
inadequate. To explain this inadequacy as mere oversight is ludicrous. We
can only assume
that either planners are disorganized to the point of incom-petence, or
that they had
simply hoped to execute their plans without having to consult us.
I support the movement to preserve and restore wetlands. However, this
should be done
in a way which respects homeowners rights, as well as the needs of
our non-wetland
habitats. Industrys convenience cannot completely outweigh these
factors, as it
clearly has in these wetland plans. Clearly, the mitigation process allows
industry to
profit at the expense of rural landowners, who are the ones who wind up
having to foot the
bill.
I cannot state my objections to this injustice in too strong terms, and
will do all I
can to resist these proposals until a more equitable solution is found.

Attempts to inform residents of the study areas about these plans have been completely inadequate. I see in the plans that no more than $1,000 per acre is alloted for actual purchase price of land. This is simply not fair to property owners in these areas. So many of the wettest wetlands are to be set aside for development, while areas that are much drier are to be made into wetlands. Since when is this conservation? Benefits to industry from the plans are obvious. Benefits to wildlife are dubious. Homeowners clearly will suffer. Cant better solutions be found?
